听起来有点绕，以图2为例说明，图2中a描述的RO虽然与CORESET挨着，但是并没有间隔一个符号，因此RAR窗并不能在挨着的CORESET的第一个符号启动，而是其后面那个CORESET，而b描述的RO与第一个CORESET间隔两个符号，因此ROC与最早的CORESET间隔了一个符号，则RAR窗在第一个CORESET就会启动)。
PDCCH Order使用PDCCH DCI 1_0配置给UE， 38212有如下叙述:If the CRC of the DCI format 1_0 is scrambled by C-RNTI and the “Frequency domain resource assignment” field are of all ones， the DCI format 1_0 is for random access procedure initiated by a PDCCH order， with all remaining fields set as follows:Random Access Preamble index – 6 bits。
In response to the PDSCH reception with the UE contention resolution identity， the UE transmits HARQ-ACK information in a PUCCH. The PUCCH transmission is within a same active UL BWP as the PUSCH transmission. A minimum time between the last symbol of the PDSCH reception and the first symbol of the corresponding PUCCH transmission with the HARQ-ACK information is equal to N_T，1 + 0.5 msec.
