Abstract: There took place an argument in our country at the end of the 20th century and early 21st century， which was significant and had far-reaching impact. One basic clue of the argument was whether we should develop our education to modernization， and two main problems were whether should we insist on develop our education in all-round and carry out reforms in a correct way. Modernization of education is the trend of the world and times， so we must always proceed have no hesitation. All-round development indicates that the education of human beings has arrived a new era after a long time. Quality education， which is on the opposite of exam-oriented education， is different from the scientific all-round development education， and there are principle distinctions between them. Only we pay much great importance to scientific and cultural knowledge in our education and take them for the center， can we insist on the correct way to all-round develop. We must insist on education reform， but we must reform in a correct way， and break out the misconception that every reform is benefit.
